NEW DELHI (INDIA): Heeding to the requests of real estate industry body, NAREDCO, Haryana Chief Minister, Mahnohar Lal Khattar on Monday assured that projects of Gurgaon and Faridabad will get a provisional no-objection certificate (NOC) from the fire department in the next 15 days.

This would help the projects comprising of around 15,000 dwelling units to get occupancy certificate (OC). Formalities of possession can soon begin post getting OC.

Led by Mr Parveen Jain, National President, NAREDCO, a delegation of the industry body of its Haryana chapter met the chief minister on Monday late evening at CM’s residence in Chandigarh. During the fruitful meeting, the delegation presented its memorandum. Chief Minister also assured to look into expediting the work on affordable housing projects in the state.

The memorandum highlighted the problems faced by real estate sector in the state. As per the memorandum, the sector faces impediments which hamper its growth in general. According to the NAREDCO, rapid pace of urbanisation needs more push in view of some of the restrictive policies in the state.

Commenting on the outcome of the meeting, Parveen Jain, National President NAREDCO said, “The development is significant as chief minister acknowledged our concerns. The delegation highlighted problems of the sector in the state. The memorandum aims to help consumers/homebuyers in general. It has raised concerns over various old laws prevalent in the state. The ultimate sufferer has been the consumer, who is unable to get the possession of her property due to certain regulatory hurdles. Smooth and fast implementation of infrastructure and addressing these concerns would bring relief to homebuyers who are eagerly waiting to get the possession of their units.”

The real estate body raised concern that development of projects is being slow because of certain regulatory bottlenecks.

Some of the other key concerns raised by Naredco are:
• There is a need to revise the Master plan to include various transit oriented development within the state.

• In line with Centre’s Pradhan Mantri Awas Yojna by 2022 (Housing for all by 2022), the state government should award licences under the state’s affordable group housing scheme and Deen Dayal Jan Awas Yojna. The schemes should soon be implemented.
• Like many neighboring states, Haryana may revise its density norms for urban areas and plan to accommodate the rising population in the state.

• There is a need to review and put external development works in the state on a fast track basis. The state’s external development charges (EDCs) also needs to be reviewed. As per the memorandum, the present formula to calculate EDC is not realistic and puts heavy burden on developers, particularly in the small and medium potential towns.

• The electrical power infrastructure have to be commenced in certain regions as per provisions of the development plans. Laying of Electric Substations and Power Lines are a part of EDC charged by Town and Country Planning, the memorandum said. And colonisers should not be charged for taking electrical connection in addition to the EDC. There is a need for ‘right of way’ to be provided to electrify a number of colonies to utilise the substations in full capacity.
